CENTRAL EUROPEAN COMMITTEE
1. The CEL Committee consists of 1 delegate per division per federation.

2. The tasks of the CEL Committee are:
a) Receive invitations to tournaments in the CEL regions and forward them to the national mailing lists.
b) Motivate and support teams from their nations to go to CEL tournaments.
c) Collect bids and select the tournament(s) for the national CEL round.
d) Take decisions about CEL issues (rules, format, exceptions, etc.)
e) Maintain the tournament calendar in the CEL regions up to date.
f) Maintain the CEL ranking up to date.
CEL TOURNAMENT RULES
3. Each Federation is entitled to organise at least 1 CEL tournament per year.
4. The CEL is played in the divisions OPEN and WOMEN. At CEL tournaments there will be
always an Open and a Women pool (women are of course also allowed to support Open teams).
A CEL tournament must have enough fields for at least 12 Open and 4 Women
teams (4 Ultimate fields for 2 full days).
5. Invitation to CEL tournaments must be sent early enough
(latest 1 month before the tournament) at least to the national
CEL representatives, who will forward it to the national mailing list.
6. In the last month, the Tournament Director (TD) can send the invitation
also to non-CEL teams. Non-CEL teams, who register "too early" are placed on
the waiting list. This rule does not apply for the WOMEN division. Non-CEL WOMEN
teams can be invited at the same time of CEL teams.
7. Registered CEL teams must confirm their coming latest 2 weeks
before the tournament, otherwise their spot will not be considered fixed and will
be offered to teams from the waiting list (could be also non-CEL teams). We do
not want to start paying useless bank taxes to confirm a spot at every tournament,
since also in this case the Spirit rules ;-))
8. If a team, which has confirmed its participation, cancels
in the last 2 weeks before the tournament AND no replacement is found,
this team is supposed to pay anyway the team fee in the next possible occasion (as before, the Spirit rules).
9. CEL tournaments are supposed to be as cheap as possible. It is also
encouraged to promote the tournament and so attract some audience, if
there are enough resources available. The PR-Work should not sensibly
increase the tournament fees. The national CEL-Representatives have the
possibility to support the TDs and check the tournament budgets.
10. If the number or the length of the games differ between the divisions
(e.g. Women play less games), the team fee should be proportionally lower.
CEL SPIRIT VOTING SYSTEM
11. The Spirit of the Game votes range from 0 (lowest) to 10 (highest). By
giving a vote, it is actually meant to describe the opponent’s spirit with
the sentence, the vote is associated to. The meaning of each vote is included in the Spirit Voting Sheet (see Link).
12. At CEL tournaments the Spirit of the Game will be
voted after every game using a specific voting sheet. This
sheet must be handed in at the end of the last game to the TD.
CEL POINT SYSTEM
13. In the OPEN and WOMEN division the top 8 teams of each tournament get points.
10 for the 1st, 8 for the 2nd, 6 for the 3rd, 5 for the 4th, 4 for the 5th, 3 for the 6th, 2 for the 7th and 1 for the 8th.
The placements of non-CEL-Members are not taken into account for the point assignation.
14. The winner of the previous CEL Final get 5 bonus points for the next season.
Winners of national championships do not get any bonus points.
15. At the end of the regular season the top 8 OPEN and the top 8 WOMEN teams are entitled to participate to the Central European League Finals (CELF) (see CEL-Finals Rules below). This will be organised every time by a different federation.
TEAM DEFINITION
16. Members of the CEL are all teams part of the following Flying Disc federations:
Austria, Czech Rep., Hungary and Slovakia.
17. It is allowed to create a team with players of more clubs for the CEL season (see also Eligibility Rule for the CEL-Finals).
18. Points will be assigned only to clubs recognized by the national Frisbee Federations or by the CEL committee. This means:
a) national teams, all-star mixtures of more teams, etc. cannot gain CEL-points.
b) clubs making more teams, get separate points for each team (it is not possible to add them up).
19. A player is allowed to play just for one team during a tournament.
Exceptions can be done, but must be agreed by the captain of the opposing
teams and are possible only if a team, because of injuries or other unforeseen causes, cannot set a full team.
CEL FINALS RULES
20. 8 OPEN and 8 WOMEN teams will participate to the CEL Finals.
21. Only the organiser of the CELF has a fixed spot.
22. The best team from each federation gets a spot.
23. The remaining 3 or 4 spots are offered to teams from the CEL regular season (starting with the best teams of course).
24. 2 or more clubs, which are entitle to participate to the CELF, can merge and so free a spot for the next best ranked team in the regular season. At the beginning of the CELF it must be clarified how the points will be split among the clubs in case of victory.
25. Eligibility Rule: Players who are not fix members of a team, are allowed to participate to the CECL with that team only if they have played with it at least twice during the regular season.
26. Exceptions are possible but they must be discussed with the CEL committee before the beginning of the tournament.
27. Time Rule: 1 hour + automatic cap2 for both OPEN and WOMEN divisions. The organizers must be sure that this is possible (using lights or having more fields).
